Conference on Increased Use of Alternative Sanctions in Europe

This international conference is organised by the Central Project Management Agency (CPVA) on 29 February 2024. This conference aims to promote cooperation between Lithuanian and Norwegian justice chain partners and relevant stakeholders to increase the use of alternative sanctions and the enforcement of sentences.

Representatives of Lithuanian and foreign courts, prosecutors, probation services, and NGOs will discuss the general standards applied by the Council of Europe in the area of alternative sanctions, the practices and challenges in Lithuania, Norway, as well as other European countries in applying the alternative sanctions, and the benefits of alternative sanctions. The Ambassador of the Royal Norwegian Embassy in Vilnius, Ole Terje Horpestad, and the Minister of Justice of the Republic of Lithuania, Ewelina Dobrowolska, will welcome the participants. One of the speakers will be Daniel Danglades, CEP board member and Deputy Head of the European and International Relations unit at the Ministry of Justice, France.

The focus is on general standards of the Council of Europe in the area of alternative sanctions and on practices and challenges in Lithuania, Norway as well as other European countries in applying the alternative sanctions. The goal of the conference is also to promote discussion on the benefits of the alternative sanctions.

The conference’s main topics are standards, benefits and challenges of electronic monitoring, alternative sanctions and the importance of interagency cooperation, cooperation between the justice chain, probation and NGOs in applying the alternative sanctions, etc.

The conference is addressed to justice chain members, prosecutors, correctional and probation services staff, pre-trial investigation experts, community officers, representatives of non-governmental organisations and other interested parties.

 The event will be held in English.
