Violent Extremism

The dangers caused by violent extremism in European countries are paramount concerns of the criminal justice system. Prison and probation programs are two working fields where radicalisation, as well as deradicalisation meet. It is therefore important that prison and probation programs play an effective role in preventing violent extremism and raising knowledge regarding (de) radicalisation. Firstly, because people who are sentenced for executing radical acts, end up there. A part of them will remain hardboiled and are determined to be faithful to their ideology. Others might want to quit their radical activities or want to stop being a member of a radicalised group. A third group are prisoners who are at risk of being recruited and get radicalised during imprisonment.

CEP contributes to the EU Counter-Terrorism Strategy and the EU Strategy for Combating Radicalisation and Recruitment to Terrorism by playing an active role in the Prison and Probation Working Group of the Radicalisation Awareness Network (RAN) of the EU Directorate-General Home Affairs and by raising awareness on these issues among its members by organising meetings and events.

HELP

EU/CoE HELP Project ‘Radicalisation Prevention, Judicial Response to Terrorism & International Cooperation in Criminal Matters’ (HELP RP-TERR-ICCM)
Cross-border crime, risks to public security and the rise of radicalisation leading to violent extremism and terrorism in the EU Member States continue to occur, alongside violations of fundamental rights. The increasingly open area of free movement could be abused by criminals (including terrorists) to pursue their objectives. The criminal justice response to these phenomena must be enhanced.

WayOut

The WayOut project – Integrated Exit Programme for Prisons and Probation – is fundamentally aimed at building a common framework to evaluate exit programmes along with the development of an innovative and integrated programme based on proven effectiveness approaches. Ultimately the project will improve and facilitate the implementation of exit programmes across the criminal justice system, namely in prison and probation settings. Hence, this project responds to one of the European Union’s security concerns: the problem of radicalisation leading to violent extremism.  The official project website can be opened via this link.

PREPARE

With the Preventing Radicalisation through Probation and Release (PREPARE) project Efus wants to develop an innovative multi-agency de-radicalisation, disengagement and rehabilitation programme that includes local authorities in the process. First of all, they will identify the needs in the field. This will help them with drawing up fitting recommendations for the local authorities. Efus wants to strengthen their capacities in working with multi-agency prevention of radicalisation projects and bring together European local authorities that are willing to address radicalisation through release and probation.

Violent Extremism

Addressing the dangers posed by violent extremism in European countries is a primary concern of the criminal justice system. Prison and probation programs are key areas where radicalization and deradicalization intersect. In December 2016, CEP invited a number of experts in the field of violent extremism from different European countries to attend the very first expert group meeting on radicalisation and violent extremism.
