Recap: Expert Workshop on Framework Decisions 829 & 947
The first day of October 2024, brought together 26 participants representing EU Member States that had implemented Framework Decisions 829 & 947. This annual event aims to promote broader application in practice, support the training of probation staff, and enhance the promotion and understanding of the two mutual instruments among key partners in criminal justice, such as prosecutors, lawyers, and judges.
Participants from probation organizations, Ministries of Justice, Prosecutors’ Offices, as well as ERA and partner organizations working within criminal justice (PRI and NHS), attended and actively contributed to discussions on improving communication among all stakeholders involved in transfer processes, positively influencing and increasing the number of successfully completed transfers, addressing obstacles and challenges, and identifying areas for improvement. They also shared knowledge, practical experiences, and best practices.
The presentations covered a wide range of expertise and experience, from the perspectives of probation practitioners working directly with clients to prosecutors, lawyers, and policy advisors. Furthermore, the discussion extended to capacity building in the probation project and its relevance to the Framework Decisions, with ongoing brainstorming on how to make the transfer process more effective for all stakeholders involved.
The beginning of 2025 will mark the launch of two new projects funded through the EC Action Grant, related to Framework Decisions 947 and 829, where CEP will act as an associate partner. One of these projects originated on the margins of this annual event.
The European Commission provided participants with an overview of ongoing policy developments relevant to implementing the Framework Decisions.

International Day for Community Volunteers

 17 April – International Day for Community Volunteers!
Today, we celebrate the inaugural International Day for Community Volunteers Supporting Offender Reintegration—a day dedicated to acknowledging the vital contributions of volunteers who assist individuals in their journey back into society.​
This initiative was launched during the 2nd World Congress for Community Volunteers, held alongside the 6th World Congress on Parole and Probation in The Hague (16–18 April 2024).​
At CEP, we’re proud to support the official Declaration on the International Day for Community Volunteers. We’re also actively involved in the CoPPer project—a European initiative aimed at promoting community participation in probation services. CoPPer focuses on training volunteers to support individuals under supervision, helping them access education, employment, and community connections. ​
